As a Professor at University of California, San Francisco, he and his research team released their development tools under the BSD open source license in 1981.

IDE's flagship product was the innovative multi-user Software through Pictures (StP) modeling environment, which was among the first commercial software products to incorporate open source components. Subsequently, Tony joined Bluestone Software, where he led the team that built an open source toolkit which enabled a broad variety of mobile devices to interact with J2EE-based web applications.

He is also a founding member of the recently formed Working Group on Open Source Software of the International Federation of Information Processing, as well as Chair of the Business Readiness Rating project.
