A graduate of Princeton University, and the University of Cambridge, UK, Downs specializes in applying abstract analytical ideas from mathematical, physical, and statistical science to problems in the real world.

Prior to Inrix, Downs consulted for various customers including Microsoft Research, MSN, Barnes & Noble, Seattle Times, and Novantas LLC, as the chief scientist of Analytical Insights, Inc. As a researcher at Microsoft Research, he developed a novel quantum inspired approach to global optimization.

Prior to Microsoft Research, Downs was a consultant in the Biological Computation group at the world-renowned Bell Laboratories.
