The GSM cell network has thick penetration in all urban areas, and through much of the rest of the country as well. Providers have the ability to determine the location of a cellular device -- as required by law in the United States -- but this information is not shared with the users of these devices. Using a GPS receiver and a single cell phone, however, it's possible to map out the areas covered by these towers in order to provide this information to end users.
