This paper describes a framework for creating multilingual, device independent web sites using XML and Java Servlets as the enabling technologies. Key features of the framework include the separation of page content from style and the use of parameterised dynamic document assembly to allow on-the fly construction of web pages in a target language styled for a particular web access device.
